Officials say Rodriguez and the 17-year-old student were stopped by a New York State Police officer Friday afternoon near Syracuse.
According to Rodriguiz's arrest warrant affidavit, a friend of Frasina told her parents the teenager said Rodriguez wanted her to leave the country with him.
Law enforcement officials had confirmed this week that Frisina, 17, was with 27-year-old Rian Rodriguez, traveling north from Florida after they were seen at a pawn shop in Fayetteville, N.C. on Sunday.
Caitlyn Frisina, 17, was located in NY, authorities said Friday, with Rian Rodriguez, 27, a family friend and Frisina's father's assistant soccer coach at the high school, authorities said. The 2001 red Mercury Sable in which she was riding was spotted by a New York State Police officer who initiated a traffic stop.
The sheriff's office said Caitlyn Frisina was found safe in NY.

A photo provided to ABC News by the family on Saturday showed Frisina smiling while embracing her parents.
Rodriguez has not been arrested or charged at this time, but he is cooperating with the investigators and is now being questioned, according to NY state police.
Hunter said Rodriguez faces possible criminal charges of interference with child custody and could face further charges depending on what the investigation yields.
"That was one of the best phone calls that I've made in my career", Hunter said.
Law enforcement officials had been tracking Rodriguez through an ATM withdrawal in St. Mary's, Georgia, and by surveillance cameras at convenience stores in SC and North Carolina.
