At least three people have been hurt in a vehicle attack near Toulouse, Occitanie, in southern France said the French police on Friday, as reported by news agency AFP.
The police said that the 28-year-old driver deliberately drove through the group, but he was not on the terror watch-list.
"The individual arrested immediately after the event said he had been planning this act for a month".
According to reports the driver has a history of mental illness including acute schizophrenia.

Two of the injured are in a serious condition.
Authorities say the victims were rushed to nearby hospitals, but none of them are suffering from life threatening injuries. He was known to the police but not to terrorist affairs.
The driver attempted to drive off but was stopped by police and arrested straight away.
Paul, a communications student at IGS Campus, told La Depeche: "I was in class and I heard sirens".
One hundred Chinese students were enrolled this year on an MBA course at the institute, the local paper said.
